911 Board offers more funds for a combined call center  

If $21 million is not enough, the local 911 Board just sweetened the deal by adding another $2 million if the city and county would build and operate a joint call-taking center for police and fire dispatchers.

The Shelby County 911 Emergency Communications board approved the resolution Thursday with interim County Mayor Joe Ford looking on. Ford has vowed he would push for the funding.

The extra $2 million is the interest that has accrued from the board's building fund with monies raised by monthly fees charged to local telephone users.

Henry Brenner, chairman of the 911 board's building committee, said Friday that the city's and county's share may not be as much as originally thought. County officials and the architect who designed the building believes it can be built for $32 million instead of $35 million. If that is the case, Shelby County and Memphis would be required to shell out $4.5 million each for the building.

So far, the project hasn't cleared the hurdles among county commissioners. Commissioner Mike Ritz, who is a former chairman of the 911 board, has questioned the cost and said such features as being able to withstand an earthquake or a direct tornado strike are likely unnecessary.

"I think that was uncalled for. If he has a crystal ball about when and where an earthquake is going to hit here, he needs to teach a course at the University of Memphis," Brenner said. "Two weeks ago, the floods took out the call center in Millington. A few years ago a tornado took out the 911 call center in Madison County where Jackson is located. This building -- with or without his vote -- will be built."

In addition to the $23 million, the 911 board has earmarked $7 million for equipping the building. The deal means the board would ante up at least $30 million, along with the already-drawn architectural plans.

About six years ago, the 911 board considered building the facility itself but backed off that idea because of declining revenues as more people have switched from land lines to cell phones and other devices.

A joint call center would mean a single central location at Shelby Farms for city and county emergency dispatchers instead of the current three locations. Memphis Police and Fire departments would use about 70 percent of the building; the county sheriff's office and fire dispatchers would use the remaining 30 percent. Even with the new center, suburban cities likely would maintain separate facilities.

The 911 board has put an April 2012 deadline on the matter.
